Kindly Note:
It's normal that 2-blade of the dry grinding bowl move up and down, it's not fixed and the bowl is not sealed. They're designed not to firmly fixed so that the blades can stir the powders and grind dry food more evenly. This design also reduces noises. So this is not a quality problem.
